Putting Out the Personnel Fire Before it Starts: An After-Action Report Year in Review

What is one constant in fire/EMS? That most of the litigation agencies must respond to is brought by their very own personnel. There is a constant stream of litigation, complaints, and reports. Some complaints are novel, but many mirror those we have heard before. We learn of departments divided, we learn of unfair and often illegal treatment, we learn of how much time everyone has to spend dealing with these problems, and we hear how expensive everything is. What is it that we do not learn? We do not learn, in the words of the After Action Review summary provided by the National Fallen Firefighters Foundation, the following: What was our mission? What went well? What could have gone better? What might we have done differently? Who needs to know? This class will take a look at the personnel-related litigation involving fire & EMS by analyzing it using the questions presented by the After Action Review, just as if reviewing an incident involving a structure fire. The objective is to reduce the likelihood of personnel fires by preplanning, having adequate resources and training, and learning how to act in the moment.
